1. A red heifer was selected that had no physical defect and had never been placed under a yoke.
2. It was taken outside and burned according to a prescribed religious ritual.
3. Its ashes were mixed with living/clean water.
4. This mixture was used for purification from certain forms of ritual impurity, particularly impurity associated with contact with a dead person.

No. The Red Heifer itself refers to the animal.
The mixture made from its ashes and water was used for religious purification. It was not intended to be blood or a magical red liquid.
