Recently, the University Grants Commission (UGC) introduced a major new policy called the “Promotion of Equity in Higher Education Institutions Regulations, 2026,” which replaced the older 2012 anti-discrimination framework and aims to curb caste-based discrimination and other unfair treatment in colleges and universities across India. Under these regulations, every higher education institution must set up Equal Opportunity Centres, Equity Committees, round-the-clock helplines, and equity monitoring squads to receive and act on complaints of discrimination based on caste, religion, gender, disability, or place of birth. The rules also require transparent reporting on campus demographics and complaints, and grant UGC the power to penalize institutions that do not comply, including withdrawing recognition or funding. These changes reportedly stem from a significant rise in caste-related discrimination cases in recent years and follow judicial scrutiny of student welfare issues. While UGC and government officials say the framework is designed to make campuses safer and more inclusive, it has triggered widespread debate, protests, and controversy. Many students, social groups, and individuals — particularly from the general (unreserved) category — argue that the regulations lack safeguards against false complaints, offer no mandatory representation for all categories in committees, and could lead to bias and division on campuses; some have even approached the Supreme Court and sparked movements and hashtags like #UGCRollback on social media. The debate reflects deep tensions over equity, justice, and fairness in India’s higher education system.
