CAG (Comptroller and Auditor General of India) Kya Hota Hai kya kaam karte hai ?

CAG (Comptroller and Auditor General of India) Bharat ka sabse bada independent government audit institution hai. Iska main kaam ye dekhna hota hai ki sarkar public ke tax ka paisa kanoon aur rules ke hisaab se sahi tarike se kharch kar rahi hai ya nahi.

CAG ke Main Kaam

1. Government Expenditure Audit
Central aur State Governments ke ministries, departments aur kai government organizations ke kharch ka audit karna.

2. Government Revenue Audit
Tax, fees aur government ki doosri income ki collection aur accounting ki jaanch karna.

3. Government Schemes ka Review
Ye dekhna ki government schemes par kharch kiya gaya paisa sahi purpose ke liye aur effectively use hua ya nahi.

4. Public Sector Undertakings (PSUs) ka Audit
Kai government companies aur corporations ke accounts aur financial records ka audit karna.

5. Parliament aur State Legislatures ko Report Dena
CAG apni audit reports President ya Governor ko submit karta hai. Iske baad reports Parliament ya State Legislature mein pesh ki jaati hain.

Kya CAG Corrupt Logon ko Saza De Sakta Hai?

Nahi.

* CAG kisi ko arrest ya punishment nahi de sakta.
* Iska kaam financial irregularities, rules ke violations aur accounting problems ko identify karke report karna hota hai.
* Aage ki action Government, Parliament ki Public Accounts Committee (PAC) ya investigation agencies jaise CBI, ED ya State agencies le sakti hain, agar zarurat ho.

Constitutional Basis

CAG ka provision Indian Constitution ke Articles 148 se 151 mein diya gaya hai.

CAG Bharat ka independent government auditor hai, jo ensure karta hai ki public ka paisa transparency aur accountability ke saath use ho.

CAG ki audit reports kai baar political debate aur controversy ka hissa bani hain.

1. 2G Spectrum Case (2010)

* CAG ne estimate kiya tha ki spectrum allocation ki wajah se government ko lagbhag ₹1.76 lakh crore ka presumptive (estimated) revenue loss hua.
* Report kaafi controversial rahi.
* 2017 mein Special CBI Court ne criminal case mein sabhi accused ko evidence ki kami ke karan acquit kar diya.
* Iska matlab ye nahi tha ki CAG ki audit report galat declare ho gayi thi. Audit estimate aur criminal conviction alag cheezein hoti hain.

2. Coal Block Allocation (Coalgate, 2012)

* CAG ne estimate kiya ki competitive auction na hone ki wajah se government ko lagbhag ₹1.86 lakh crore ka presumptive loss hua.
* Is report ke baad bada political controversy hua.

3. Commonwealth Games 2010

* CAG ne event mein irregularities, cost overruns aur procurement process mein deficiencies ki taraf dhyan dilaya.
* Report ke baad kai investigations shuru hui.

* CAG ne pricing aur procurement process ke kuch aspects ka audit review kiya.
* Opposition aur Government ne report ko alag-alag tarike se interpret kiya, jisse political debate hui.

CAG Par Hone Wali Criticism

* Kuch log kehte hain ki CAG kabhi-kabhi presumptive (estimated) loss ka calculation karta hai, jisse figures par debate hoti hai.
* Kuch log maante hain ki CAG reports ka political use ya misuse kiya ja sakta hai.
* Dusri taraf, bahut se experts ka maanna hai ki CAG ki reports government ki financial transparency, accountability aur public money ki protection ke liye bahut important hoti hain.

Conclusion

CAG khud koi political institution nahi hai. Lekin uski audit reports kai baar bade political aur public controversies ka reason ban jaati hain, kyunki unka sambandh government ke financial decisions aur public money se hota hai.
