Elon Musk directly brought Mukesh Ambani into the Starlink–India controversy.
Musk first accused unnamed “oligarchs” of blocking Starlink in India to protect a “monopolistic chokehold.” He did not initially name Ambani, but later posted:
“Is Ambani the real boss of India?”
This was a reference to Mukesh Ambani’s Reliance Jio, which competes with Starlink in the Indian internet/telecom market.
What is the dispute?
Starlink has obtained an Indian satellite-communication licence but is still awaiting final security clearances and spectrum allocation.
Musk argues that powerful telecom interests are delaying Starlink to protect their market position.
Reliance Jio and Bharti Airtel are among the companies pursuing satellite-internet businesses.
India’s Communications Ministry rejected Musk’s allegation, saying the regulatory process is fair and non-discriminatory and that the relevant satellite operators are at broadly similar stages of approval.
So, Musk hasn't explicitly said “Ambani is blocking Starlink” as an established fact. Rather, he has publicly suggested that Ambani may be the powerful business figure behind the obstruction, while the Indian government disputes that characterization.
