🧅 Tor: Privacy Shield or Cover for Crime?
Tor (The Onion Router) is a technology designed to protect online privacy and hide a user’s location. It can help journalists, whistleblowers, activists, and people living under censorship—but the same anonymity can also be misused by criminals.
Tor routes internet traffic through multiple relays, making it difficult for a website to directly see the user’s real IP address. However, Tor does not guarantee perfect anonymity. Digital footprints, mistakes, malware, account logins, and advanced traffic analysis can sometimes help investigators identify users.
⚠️ The Dark Side
Tor can be misused for phishing, fraud, illegal marketplaces, stolen-data trading, and other cybercrime. Criminals may also combine anonymity tools with spoofed identities, fake websites, emails, or phone numbers to deceive victims.
But Tor itself is not illegal. The same technology can protect legitimate users and sensitive sources.
đź’° Who Funds Tor?
Tor’s early technology was connected to research at the U.S. Naval Research Laboratory, with historical funding involving DARPA and the Office of Naval Research. The Tor Project later received funding from governments, foundations, organizations, companies, and individual donors.
According to its 2023–24 financial disclosure, about $2.56 million—roughly 35% of its reported revenue—came from U.S. government sources, including approximately $2.12 million from the U.S. State Department’s DRL.
However, government funding is not, by itself, evidence of government control. Tor is an independent nonprofit and its network operates through relays around the world.
🤖 The AI-Era Challenge
AI and advanced surveillance have made digital investigations more powerful, but they have not made Tor automatically breakable. Techniques such as traffic correlation can sometimes assist investigations when sufficient network data is available.
Tor therefore represents a difficult technological paradox:
The same anonymity that can protect a whistleblower can also help hide a criminal.
The debate over Tor is ultimately a debate about privacy, cybersecurity, law enforcement, and civil liberties—and where the balance between them should be drawn.
