The Kafala system is a labor sponsorship system used mainly in several Middle Eastern countries (like Qatar, Saudi Arabia, Kuwait, UAE, Bahrain, and others), especially for migrant workers.

What it is
• “Kafala” means sponsorship in Arabic.
• Under this system, a worker’s legal status is tied to their employer (the sponsor, or kafeel).

How it works
• A migrant worker cannot freely:
• Change jobs
• Leave the country
• Sometimes even renew documents
without the employer’s permission.
• The employer often controls:
• Work contract
• Residency permit
• Sometimes even the worker’s passport (though this is often illegal in theory)

Why it’s controversial

Critics (including human rights groups) say the system can lead to:
• Exploitation and abuse
• Forced labor–like conditions
• Workers being unable to escape bad employers
• Non-payment of wages or poor living conditions

Reforms

Some countries have tried to reform it:
• Qatar: introduced changes allowing workers to switch jobs more easily and leave without exit permits (in most cases)
• Saudi Arabia: some mobility reforms, but still limited
