Some Russian lawmakers and public figures have recommended limiting or turning off internet access at night, but this has mostly been talk and proposals, not binding law.
The most widely discussed recommendation came from a regional lawmaker and conservative activist, who suggested shutting down or restricting internet access during late-night hours. His argument was that constant online activity keeps young people glued to screens, harms family life, and even contributes to low birth rates. The idea was framed as a social and moral measure rather than a technical or security one.
At the federal level, senior lawmakers in the State Duma have not supported a nationwide nightly internet shutdown. In fact, several officials have publicly said that Russia does not plan to disconnect the entire country from the internet on a daily schedule. They have pushed back against sensational claims that Russia will be “offline every night.”
What federal lawmakers have supported is giving the government broader legal powers to temporarily restrict mobile internet or communications when authorities claim it is necessary for security reasons. This includes situations like drone threats, major public events, or emergencies. These measures allow officials to order telecom operators to shut down mobile data in specific regions and time periods.
Because of these powers, many regions have experienced repeated or night-time mobile internet outages, especially near border areas or conflict zones. This reality has fueled rumors that nightly shutdowns are official policy, even though there is no single nationwide rule.
The idea of daily night-time internet shutdowns mainly comes from individual lawmakers’ recommendations and public debate, combined with real but localized security-driven outages. It is not a formal, country-wide law or standing federal recommendation.
